Try weighing each printhead. A healthy HP 11 printhead will weigh 20-21 grams.
If there is air trapped in the ink tube system, it will migrate into the printheads, causing the loss of print quality you are describing. The fix is to purge the ink tube system, and use the printhead recovery tools to get ink back into the printheads.
